Office of Congressional and Intergovernmental Affairs (OCIA)

Office of Congressional and Intergovernmental Affairs (OCIA) is a crucial division within General Services Administration (GSA). Its primary function is to act as the primary liaison between GSA and Congress. This pivotal role ensures smooth communication and cooperation between GSA and other government bodies. OCIA is responsible for presenting GSA’s view on legislative matters, thus playing a significant part in the policymaking process.

Besides maintaining agency liaison with Congress, OCIA also oversees the preparation and coordination of GSA’s annual legislative program. This involves documenting GSA’s legislative priorities and initiatives, and presenting them to Office of Management and Budget (OMB), Congress, and other interested parties. Furthermore, OCIA works hand in hand with OMB to coordinate and clear all proposed legislation that could have a significant impact on GSA. With a comprehensive understanding of both the legislative process and the needs of GSA, OCIA plays a vital role in shaping the agency’s direction and strategy.
