    OASIS+ is organized by domains. A domain is a functional grouping of related services andNAICS codes. The current OASIS+ structure includes 13 domains:

    Selecting the right domain is an important steps in the OASIS+ process. Contractors mustbe able to show that their experience aligns with the domain scope and the applicableNAICS codes.

    How OASIS+ differs from a GSA Schedule

    A GSA Schedule is often used for commercial products, IT solutions, and morestandardized services. OASIS+ is different. It is mainly built for more complex, service-based requirements across areas such as management, engineering, logistics, facilities,R&D, and other professional service domains.

    Although OASIS+ is designed around non-IT services, that does not mean every IT elementhas to be stripped out. If IT is ancillary or supports the main requirement, it can still fit,provided the main purpose of the work falls within the relevant OASIS+ domain.

    OASIS+ is also more qualification-driven than MAS. Instead of simply listing products,services, or labor categories, contractors have to show that they meet the requirements forthe contract family and domain they are pursuing.

    Pricing is handled differently too. OASIS+ includes cost and price requirements at themaster contract level, but real competition and pricing are largely driven at the task orderlevel.

    Scorecard and qualification review

    OASIS+ uses a qualifications-based scoring approach. Offerors must meet the applicablequalification threshold for each domain they pursue.

    The scorecard may consider items such as:

    Qualifying project experience

    Project relevance

    Project scale

    Integrated experience

    Management and staffing

    Past performance

    Federal prime contractor experience

    Approved systems, rates, and clearances

    Adequate accounting system – your accounting setup can properly trackgovernment contract costs.

    Approved billing or indirect rates – rates reviewed/approved by DCAA, DCMA,or another cognizant federal agency.

    Approved purchasing system – your buying/subcontracting processes meetgovernment standards.

    Estimating system – supports controlled and reliable pricing and proposalestimates.

    Earned value management system – supports tracking of cost, schedule, andperformance on larger or more complex projects.

    Property management system – supports proper control and management ofgovernment property, where applicable.

    Facility clearance – authorization to work on classified contracts, whererelevant.

    Certifications e.g. ISO 9001 for quality management, ISO 27001 for informationsecurity, ISO 22301 for business continuity, and ISO 30414 for human resourcemanagement, etc.

    As a general rule, not every scorecard item is mandatory. Some are minimum requirements,while others can strengthen the offer if they apply and are properly documented.     Qualifying project experience & past performance

    Qualifying project experience is one of the main parts of OASIS+ eligibility. Projectsgenerally need to be service-based, meet the applicable average annual value requirement,and be recent enough under the solicitation rules.

    Contractors should be ready to document the project scope, value, period of performance,customer details, past performance, and how each project supports the domain beingpursued.​​

    Federal prime contractor experience can also help strengthen an OASIS+ submission, but itis not always the only route. Commercial experience may also be used where it meets thesolicitation requirements. Past performance should also be reviewed early, includingCPARS records or other acceptable documentation.

    Teaming strategy

    Teaming can be useful where a contractor does not have enough qualifying experience onits own. OASIS+ may allow offerors to use qualifying experience from certain joint venturemembers or proposed subcontractors, depending on the structure and solicitationrequirements.

    However, teaming must be handled carefully. Team size, NAICS size standards,documentation, and responsibility requirements can affect what the contractor may qualifyfor.

    What are the main OASIS+ contract requirements for companies seeking an award?

    OASIS+ qualification depends on the specific contract and domain a company is pursuing. Contractors must demonstrate that they meet the applicable qualification threshold using acceptable supporting documentation.

    Qualification may include factors such as qualifying project experience, project relevance, minimum project values, past performance, federal experience, certifications, and approved business systems where applicable. Simply offering services that fall within an OASIS+ domain does not automatically establish eligibility.

    Applicants should review the current solicitation and the applicable Domain Qualifications Matrix and Scorecard carefully before preparing an offer.

    How does the OASIS+ application process work?

    The OASIS+ application process generally begins by selecting the appropriate OASIS+ contract and identifying the domain or domains that match the company’s capabilities and experience.

    The contractor should then:

    • Review the applicable Domain Qualifications Matrix and Scorecard
    • Self-score against the qualification requirements
    • Identify qualifying projects and supporting documentation
    • Confirm that the required domain qualification threshold is met
    • Prepare the required proposal documents, representations, and certifications
    • Submit the offer through the OASIS+ Submission Portal in Symphony
    • Respond to any GSA clarification requests during the evaluation process

    A detailed pre-submission review is important because unsupported claims, missing documentation, or inconsistencies can affect the evaluation.

    Is OASIS+ currently open to new contractors?

    Yes. As of January 12, 2026, all six OASIS+ solicitations are continuously open and accept proposals on an ongoing basis. Contractors do not need to wait for a traditional on-ramp window. Offers are submitted through the OASIS+ Submission Portal in Symphony, and GSA evaluates qualified submissions on a rolling basis. There is currently no fixed closing date, although GSA may close a solicitation or individual domain in the future with advance notice.

    What happens after a company receives an OASIS+ contract award?

    Receiving an OASIS+ award gives a contractor access to compete for task orders under the vehicle, but it does not guarantee task-order revenue.

    After award, contractors should actively monitor GSA eBuy, which is the required system for OASIS+ task-order solicitations, including RFPs, RFIs, and RFQs. Contractors must evaluate relevant opportunities, determine whether individual task orders align with their awarded domains and capabilities, and submit competitive responses when appropriate.

    Contractors must also maintain the administrative, compliance, reporting, and performance requirements associated with their OASIS+ contract throughout its term.

    Importantly, an OASIS+ contractor must achieve at least $250,000 in awarded OASIS+ task orders before the end of the fifth year of its master contract. Failure to meet this minimum performance threshold may affect whether the contractor’s option period is exercised and could result in the contractor being off-ramped from the program.

    For that reason, obtaining an OASIS+ award should be viewed as the beginning of the process rather than the end. A strong post-award strategy, including opportunity identification, eBuy monitoring, capture planning, and task-order bidding support, is important for converting OASIS+ contract access into actual federal revenue.

    Can a company have both a GSA Schedule and OASIS+ contract?

    Yes. A company can hold both a GSA Multiple Award Schedule contract and an OASIS+ contract.

    MAS and OASIS+ are separate contract vehicles and can serve different federal acquisition needs.

    OASIS+ is a suite of six separate governmentwide multiple-award IDIQ contracts, while the GSA Multiple Award Schedule is a separate GSA contract vehicle with its own scope, ordering procedures, and compliance requirements.

    For many contractors, OASIS+ complements rather than replaces their GSA Schedule. Holding both can expand the range of federal opportunities available to the company and provide agencies with additional ways to purchase its services.
