GSA Issues Guidance on EPA Requests Related to Memory Price Increases

GSA has issued updated guidance for Multiple Award Schedule (MAS) contractors submitting Economic Price Adjustment (EPA) requests related to volatility in Dynamic Random-Access Memory (DRAM) and broader microchip markets.

The key issue is the continued increase in memory prices, along with supply chain constraints affecting DRAM and related microchip products. Because these market conditions may impact contractors’ ability to maintain existing contract pricing, GSA is reminding MAS contractors to use the EPA process when requesting pricing adjustments tied to these changes.

GSA stated that it is taking steps to ensure EPA requests connected to DRAM and microchip market volatility are reviewed consistently and efficiently, while helping contractors continue meeting federal agency requirements.

Contractors submitting an EPA request should clearly identify that the request is based on DRAM or microchip market volatility and provide supporting documentation, including:

  • Current market conditions affecting pricing or availability;
  • Evidence of price changes compared to contract baseline pricing;
  • Supply chain constraints impacting product pricing.

GSA also encouraged contractors to engage early with their assigned Contracting Officer or Contracting Specialist to help ensure requests are complete, properly supported, and processed efficiently.

Contractors should review the MAS Modification guidance, specifically the section on Economic Price Adjustment requests based on unforeseeable significant changes in market conditions.
