- Conclusion: Managing a GSA Catalog in FCP
The FAS Catalog Platform (FCP) is GSA’s web-based system for managing catalog information under Multiple Award Schedule (MAS) contracts. For contractors using FCP, it provides the workflow for establishing a catalog and submitting many subsequent updates, with catalog data connected to GSA Advantage and eLibrary. Keeping this information accurate helps ensure government buyers see offerings that reflect the contract.
The steps depend on whether a contract is new, has completed its transition to FCP, or still follows a legacy process. VA Federal Supply Schedule contracts may also use a different process. This guide explains how to prepare the right catalog file, complete an initial baseline, submit additions, deletions and changes, address validation results, and check that catalog information appears in the appropriate public systems.
GSA Catalog Management in FCP: What Contractors Need to Know
GSA catalog management connects a contractor’s awarded offerings with the information available to federal buyers. The FAS Catalog Platform supports this process by collecting structured catalog data, checking it for errors and integrating it with contract modifications. Its scope includes establishing an initial catalog, adding or removing offerings, updating existing entries and maintaining accurate published information.
FCP works alongside eMod, GSA Advantage and eLibrary. Contractors initiate catalog-related modifications in eMod, prepare the associated catalog action in FCP and return to eMod to complete the submission. For supported catalog formats, the resulting data publishes automatically when the relevant submission or approval conditions are met. GSA Advantage presents product listings and catalog information to buyers, while eLibrary provides contract details and access to published price lists and terms.
For MAS contracts, FCP replaces the Schedule Input Program and EDI-832 catalog submission process as contracts transition to the platform. This change reduces the need to enter the same catalog information separately after a modification. It does not eliminate the contractor’s responsibility to provide accurate data, submit required supporting documents or obtain approval for changes that require review.
GSA Catalog Upload Requirements and FCP Eligibility
New MAS awardees establish their catalogs through FCP after completing the required VSC registration and receiving onboarding instructions. Existing contractors already using FCP continue with its catalog actions and eMod integration. Those awaiting transition should follow their current submission process and the notices issued for their contract, rather than switching methods independently.
Access requires an appropriate FAS ID account and Authorized Negotiator status for the MAS contract. The contract must also be registered with the Vendor Support Center. If the person responsible for catalog work is not listed as an Authorized Negotiator, the contractor should arrange the necessary contract update before attempting to manage the catalog.
Prepare the following information before starting a GSA catalog upload:
- Contract records: the award and relevant modifications establishing the current products, services, prices and terms.
- Seller Profile details: ordering contacts, contract information, minimum order requirements and applicable dealer or distributor information.
- Catalog data: the correct template populated with awarded offerings and required identifiers.
- Supporting assets: product photographs, matching image filenames and any required documentation.
- Terms and Conditions: a current file prepared for the applicable catalog format.
VA Federal Supply Schedule contracts follow a separate transition path. VA contractors may still use SIP or EDI-832 under their applicable instructions, so MAS onboarding requirements should not automatically be applied to a VA contract.
FCP Product File and Services Plus File: Choosing the Right Catalog Format
The catalog format determines both the information a contractor submits and how buyers see the resulting offering. The FCP Product File supports offerings suitable for individual product listings and direct ordering on GSA Advantage. The FCP Services Plus File accommodates labor categories, fixed-price services, training and other offerings that require engagement with the contractor before ordering.
| Type of offering | Catalog format | Presentation to buyers | Important condition |
| Individually orderable products | Product File | Detailed product pages on GSA Advantage | Required product identifiers and attributes must be supplied |
| Services and other offerings requiring vendor engagement | Services Plus File | A standardized, downloadable Excel price list | Include the appropriate service or offering details |
| Offerings covered by designated SIN-specific templates | Required Price Proposal Template | Price list information published through the applicable T&C workflow | Follow the relevant SIN and GSA instructions |
A company offering both directly orderable products and services may need both structured files. Classification should follow the nature of the offering and GSA’s template instructions, rather than assuming that every physical product belongs in the Product File. Configurable products or other offerings unsuitable for direct ordering may belong in Services Plus.
Certain SINs require their own Price Proposal Templates. These follow a different publication process, and their pricing is not automatically converted into product listings or a Services Plus price list. Contractors using this route must maintain the appropriate price list within their T&C file.
How to Complete a GSA Catalog Baseline in FCP
The baseline establishes an authoritative electronic record of the offerings already awarded under the contract. It provides the starting point for subsequent catalog actions. Before submitting it, reconcile the proposed baseline with the award and approved modifications so that missing items, outdated prices or unsupported entries are identified.
Complete the onboarding sequence in the following order:
- Submit the Seller Profile. Verify the contract details and select the correct catalog offerings.
- Prepare the catalog file. Use the awarded Product File or Services Plus File and complete the required publication fields.
- Initiate the baseline modification in eMod after Seller Profile approval. Open the associated Baseline action in FCP and upload the appropriate file.
- Resolve system feedback. Correct blocking errors, review warnings and address applicable compliance flags.
- Complete the submission. Send the file from FCP to eMod and submit the modification package for review.
- Upload the T&C file after baseline approval. Complete the remaining onboarding requirements and verify publication.
For transitioning product contractors, FCP can generate a file from the existing GSA Advantage catalog. Treat this as a starting point requiring review, because published data may be incomplete. Services contractors generally prepare their Services Plus File from the latest awarded price proposal information.
File preparation should include checking manufacturer names, part numbers, country of origin and image references for products. For services, verify category titles, descriptions and Unique Catalog IDs, and remove unintended duplicates. Contractors using both structured formats need separate baseline modifications for each file type.
The SIN-specific PPT workflow does not require a baseline action. It still requires the applicable onboarding and T&C steps. Product File and Services Plus users keep pricing out of the T&C file, while PPT users include the required price list there.
Price Reporter’s Comment: Do not assume that a file generated from your existing GSA Advantage catalog is complete. Compare it with your award and approved modifications, and resolve discrepancies before establishing the baseline.
GSA Catalog Updates in FCP: Add, Delete, and Change Actions
Routine GSA catalog updates in FCP begin with selecting the correct modification type in eMod. GSA’s mapping of catalog actions to eMod types helps identify the corresponding FCP action. Prepare the affected entries, resolve validation results and send the completed file back to eMod before submitting the full modification package.
The three principal actions serve different purposes:
- Add products or services. Use an Add action for new catalog line items and submit a file containing those additions. Complete the relevant product or service fields, review the validation results and address product compliance flags where applicable. Product photographs are managed through the appropriate photo action. Adding a SIN to an existing awarded line item may require a Change action instead of an Add action.
- Delete products, services or SIN associations. Prepare only the entries intended for removal, using the identifiers specified in the current template instructions. Product deletions identify the manufacturer and part number; Services Plus deletions use the Unique Catalog ID. A service line associated with several SINs may require a Change action to remove one SIN while retaining the others. Deletion actions can publish when the modification is submitted in eMod and cannot simply be withdrawn to restore the entries, so verify the file before submitting it.
- Change existing catalog items. Download the latest catalog file from FCP and retain only the rows being changed. Update the applicable descriptions, attributes, SIN associations or prices, following the relevant modification requirements. Product manufacturer names and part numbers, and Services Plus Unique Catalog IDs, identify the entries and cannot be freely replaced through a Change action. Correcting those identifiers generally requires deleting the existing entry and adding the corrected one.
Photographs have their own upload workflow, although changes to image references may also require catalog data updates. Use matching filenames so the intended photographs appear against the correct products. A successfully uploaded image does not compensate for an incorrect reference in the catalog file.
After submitting an Add or Change action from FCP, confirm that the file has reached eMod and include the remaining required documents. GSA may return the package for revisions during review. Once an addition or change is awarded and the required signature steps are complete, check that the resulting information has published correctly.
Price Reporter’s Comment: Before submitting a deletion, check that every identifier belongs to an item you intend to remove. Keep a copy of the current catalog and the submitted file so you can trace any unintended changes and discuss the appropriate correction with your Contracting Officer.
GSA Catalog Price Changes and Temporary Price Reductions in FCP
Permanent GSA catalog price changes must follow the pricing provisions and modification requirements applicable to the contract. An Economic Price Adjustment request may involve supporting documentation, negotiations and GSA approval before the revised prices take effect. Editing a price in an FCP file alone does not establish an approved change to the contract.
Temporary price reductions provide lower prices for a defined period. Contractors should use the applicable TPR workflow and verify the affected items, reduced prices and effective dates before submitting. A temporary reduction should not be confused with a permanent revision to the awarded pricing structure.
The publication point differs by action. Additions and ordinary changes generally publish after the modification is awarded and the vendor completes the required signature step. Temporary price reductions can publish when the modification is submitted in eMod, and the submitted modification cannot simply be withdrawn. Any error must be addressed through the appropriate subsequent action.
Use GSA’s current mapping between eMod modification types and FCP actions to select the correct route. Retain the pricing support and submission records, then confirm that the published prices and dates match the intended action. Questions about eligibility for a price adjustment should be resolved against the contract’s actual terms with the assigned CO or CS.

FCP Errors, Compliance Reports, and Catalog Validation
FCP checks required fields, formatting and business rules before accepting catalog data for further processing. Additional validation checks whether the information can be committed to GSA’s catalog repository and published. A file may therefore pass an initial check but still require correction at a later stage.
For Product File submissions, the Compliance and Pricing report provides compliance flags and market research information that contractors can review before GSA evaluates the modification. A flag may require supporting evidence, an explanation or a correction, depending on the issue. Passing automated checks does not establish that every offering meets all contract requirements or that a proposed price will be approved.
Services Plus submissions can generate blocking errors and warnings. Blocking errors must be corrected before proceeding, while warnings may be accepted where the data is accurate and the circumstances justify it. Contractors should review the explanation for each result instead of assuming that every warning requires deleting or changing the entry.
Frequent problems include missing mandatory values, incorrect identifiers, invalid formats and inconsistent catalog details. Image references can also prevent photographs from appearing correctly. Correct the relevant source fields, upload the revised file and review the new results; leave system-generated report tabs unchanged unless GSA’s instructions direct otherwise. Current FCP help resources provide the applicable validation rules and file guidance.
Updating Your GSA Seller Profile and Terms and Conditions File
The Seller Profile supplies information that helps buyers identify the contractor and place orders correctly. Review ordering contacts, minimum order requirements and applicable dealer or distributor details when completing onboarding or updating business information. Minimum order amounts and other contract-related values must agree with the awarded terms.
Some profile corrections can be submitted without an associated modification. However, a profile update does not authorize changes to contractual obligations. Where the underlying term requires modification, complete that process and ensure the profile reflects the resulting agreement.
An updated T&C file is needed when published terms no longer reflect the contract, including after relevant changes to SIN coverage or other conditions. Product File and Services Plus users must keep pricing out of this document because pricing is published through their structured catalog data. Contractors using a SIN-specific PPT include the required price list in the T&C file and update it after applicable catalog modifications.
Check the profile, catalog and T&C together after significant changes. Buyers should find consistent ordering information, current contract terms and the correct price list across GSA Advantage and eLibrary.
FCP vs SIP and EDI-832 for GSA Catalog Uploads
FCP collects catalog information within the modification workflow and supports automatic publication for its structured catalog formats. SIP and EDI-832 are legacy methods for transmitting catalog information to GSA. The applicable method depends on the contract’s transition status, rather than the contractor choosing freely between all three.
| Method | Current catalog role |
| FCP | Catalog management for MAS contracts onboarded to the platform |
| SIP | Legacy submission application for contracts still permitted to use it |
| EDI-832 | Legacy catalog transmission method for contracts still permitted to use it |
When a MAS contract transitions to FCP, access to SIP and EDI-832 catalog submissions for that contract is halted. Contractors must complete the required onboarding before proceeding with routine FCP catalog management. VA FSS contracts follow separate instructions and may continue using legacy methods until their transition occurs.
The replacement concerns EDI-832 catalog submissions. It does not mean that all EDI functions, such as electronic order transactions, have been discontinued.
How to Check Your GSA Catalog After FCP Submission
Uploading a catalog file, submitting a modification and publishing the resulting information are separate events. First, check whether the FCP action requires further vendor input and whether the associated eMod modification has reached the applicable submission or award stage. Then review the customer-facing information after processing.
On GSA Advantage, verify item names, identifiers, descriptions, prices and images against the submitted data. For Services Plus offerings, download the published price list and check the relevant entries. Review eLibrary and the T&C file where applicable, and confirm that deleted items are no longer offered.
If information is missing, check the action status and any available catalog visibility notice in FCP. Compare the published record with the completed submission before opening another action. Contact the assigned CO or CS for contract issues and the VSC for technical processing problems.
