GSA anticipates MAS Refresh 34 in November 2026, with changes affecting contract planning, certifications and selected offerings. These are proposed changes, not final requirements.
Contract duration and clauses
The draft would remove the 20-year contract limit and consolidate numerous GSAR and FSS clauses. Contractors approaching that limit should review the final option-extension terms before changing their renewal plans.
Domestic product certification
A new certification would be voluntary, with specific U.S. manufacturing and component-cost requirements. Review supporting manufacturer information before certifying. The draft also notes that OMB clearance is pending.
AI-related requirements
A new clause, GSAR 552.239-7001, would address protection of government data and risks associated with large language models. The attachment identifies the clause but does not spell out the contractor obligations.
Product and SIN changes
Nitrile gloves: GSA plans to engage affected contractors before removing products covered by DHS’s designated PPE contract. This is not a notice to delete every nitrile glove listing.
SIN 54151HACS: The voluntary Incident Response subgroup would be phased out at the end of FY2027. Affected contractors without the Incident Handling and Event Management (IHEM) subgroup should assess their eligibility for it.
SIN 561210FAC: Removal of the standalone HVAC maintenance subgroup is proposed. However, the draft SIN note still lists HVAC services among allowable standalone offerings. That wording needs clarification.
What contractors should do now
Identify which proposals affect your contract and prepare questions. Comments must be submitted in the Interact post’s Comments section within 10 business days of posting.
Before taking action, review GSA’s original documents and the final refresh and mass modification when issued.
